It shall be a Class C misdemeanor, subject to penalty as provided in section 1-4-1 of this Code, for any person to operate any motorized vehicle, motorcycle or all-terrain vehicle on any property within the City, except dedicated public streets (when permitted), private property which has a business license to permit the use of motorcycles or all- terrain vehicles in a commercial capacity, or private residential property (provided the owner consents to such use), or on commercial property used for the sale, lease, rent or display of motorized vehicles.
