3-2-3: CLASSIFICATIONS OF LICENSES:
   A.   Classes And Privileges: Retail licenses issued hereunder shall be of the following classes and shall carry the following privileges:
      1.   Class A: Class A retail licenses shall entitle the licensee to sell beer on the licensed premises in original containers for consumption off the premises in accordance with the alcoholic beverage control act of the state and the ordinances of the city.
      2.   Class B: Class B retail licenses shall entitle the licensee to sell beer on the licensed premises in original containers for consumption on the premises only where served in connection with the sale of meals. Class B licenses shall be issued only to operators of bona fide cafes, restaurants, public dining rooms or cafeterias. It shall be unlawful for the class B licensee to sell any beer or allow any beer to be consumed upon the premises unless the sale or consumption is accomplished by a sale of food to be consumed upon the premises.       3.   Class C: Class C retail licenses shall entitle the licensee to sell beer on the licensed premises in original containers or draft for consumption on the premises and to all of the privileges granted to the holder of a class A retail license and in accordance with the alcoholic beverage control act of the state, except bowling alleys. Bowling alleys which are issued a class C license under this chapter shall be permitted to allow the consumption of beer at scoring areas on lanes, provided it is served in plastic, paper or styrofoam containers.       4.   Class E:
         a.   A class E retail license shall entitle the licensee to sell beer for consumption on publicly owned recreation facilities, including, but not limited to, municipal golf course premises; provided, however, that no such class E license shall be issued unless such prospective licensee shall first obtain a concession contract from the public body owning the recreation facility involved. Under this class E license, no person under the age of twenty one (21) years of age may sell or serve beer. All sales and deliveries under this license shall be made directly to the consumer.
         b.   All beer or other alcoholic beverages which are dispensed at a class E retail license facility shall be dispensed only by the class E licensee or its operator, manager, food service licensee or employee. No beer or other alcoholic beverage shall be removed from the class E facility except by the class E licensee or its operator, manager, food service licensee or employee operating in the course of business under the class E license.    B.   Lawful Purchases Required: It shall be unlawful for any licensee to purchase or acquire or to have or possess for the purpose of sale or distribution, any beer except that which he shall have lawfully purchased from a brewer or wholesaler licensed under the privileges of the alcoholic beverage control act of the state.
