1-1-5: NONLIABILITY OF CITY:
None of the provisions of this code shall create any civil liability on the city, its officers or employees, whether or not this code imposes mandatory or directional duties, and whether or not the city, its officers or employees perform or do not perform such duties. (1989 Code § 1-501)
