This permit shall be deemed to be executed in the City of North Royalton, State of Ohio, and shall be governed in all respects, including validity, interpretation and effect, and construed, in accordance with the laws of the State of Ohio, as applicable to contracts entered into and to be performed entirely within Ohio. For the purposes of the rights granted herein, the permit shall be deemed to be a license.
