No grounds or lands within the Municipality, other than those specifically excepted in Section 850.01, shall be used for any public gatherings until the person having control thereof has secured from the Director of Finance a license therefor.
The application for such license shall be made in writing, setting forth the name of the applicant and, if a corporation, the names and addresses of its principal officers. The application shall also contain the location of the lands or grounds, a general statement of the buildings thereon and sanitary and other like conveniences therein, and such other information as will convey and record a general description of the entire premises and property to be so used and occupied.
The Director, upon the filing of any such application and payment of the license fee herein prescribed, may issue to the applicant a license to conduct the activities mentioned in Section 850.01 upon such grounds or lands, or to permit the same, if, in the judgment of the Mayor, there appears to be no reason why the license should not be issued and if, in each case, a permit is secured as hereinafter provided.
