All public dances shall be discontinued and all public dance halls shall be closed on or before 12:30 a.m. However, upon the application of a bona fide and responsible organization or society and upon investigation by the Chief of Police or a member of the Police Department, the Mayor, upon being satisfied that persons living in the immediate neighborhood of the public dance hall at which such dance or ball is to be held will not be unduly disturbed thereby, may grant such organization or society a permit to continue a dance until 2:00 a.m. However, no tickets shall be sold or accepted for admission to any public dance or ball after the hour of 12:00 midnight.
