§ 32.39 UTILITIES MANAGER.
   The Mayor, by and with the consent of a majority of the Council, shall appoint a Utilities Manager. The duties of the Utilities Manager shall be to perform administrative and supervisory work in directing city utilities of electric distribution, water and wastewater and formulation of long range plans and daily operational decisions.
