No person shall over or across any public right-of-way any flag or banner on any public holiday and no society or organization shall its flag or banner in connection with the holding of any convention, meeting or public gathering of the society or organization without prior consent City Council. However, no flag or banner shall at any time extend over any public right-of-way so that it comes within 15 feet of the surface of the public right-of-way.
