§ 154.060 PERMITTED SIGNS BY ZONING DISTRICT.
   Permitted signs by zoning district shall be as provided in the following table. Numbers listed in the table refer to the notes following the table.

(a) Shall not be located off the site for which it advertises.
(b) Maximum surface area 150 square feet.
(c) Maximum height 35 feet.
(d) Maximum 1 per site.
(e) Church and schools located in residential zoning districts; 32 square feet, maximum 15 feet, height with dimming features, and 50% light intensity from 10:00 p.m. to 7:00 a.m
Note 2 (Canopy)
(a) Maximum area 5 square feet.
(b) Maximum height 12 feet above grade.
(c) Minimum height 7 feet 6 inches above grade.
(d) Maximum 1 per building entrance.
(e) Minimum 10 feet from adjacent sign or 5 feet 6 inches from adjacent property.
(f) Maximum dimensions one by 5 feet.
(g) In B-3 sign can be placed over right-of-way.
Note 3 (Billboard)
(a) Maximum of 300 square feet per side.
(b) No longer than 3 times the height.
(c) No closer than 1,300 feet to any other billboard.
(d) Setbacks as required for principal structure in Chapter 156.
(e) No closer than 100 feet to an intersection of any other street or roadway, except in case of a 1-way street, where the Code Enforcement Officer shall determine the minimum distance from an intersection.
(f) Billboards are allowed in the designated districts if a conditional use permit is approved.
(g) Existing billboards may be replaced on the same site within 75 feet of the original location.
(h) A land owner’s lease agreement must accompany sign application for billboards.
(i) Billboards can be of digital or electronic in nature, but can not be flashing.
Note 4 (Bulletin Board)
(a) Non-residential use and non-agricultural uses only.
(b) Maximum area 32 square feet.
(c) Maximum height 8 feet.
(d) Maximum 1 per each street frontage.
Note 5 (Bulletin Board)
(a) Non-residential use and multiple-family uses only.
(b) Maximum area 32 square feet.
(c) Maximum height 8 feet.
(d) Maximum 1 per each street frontage.
(e) Illumination of the signs shall be in a manner approved by the Building Inspector.
 
 
Note 6 (Bulletin Board)
(a) Maximum 32 square feet.
(b) Maximum height 8 feet.

 Note 7 (Freestanding)
(a) Maximum height 35 feet.
(b) Must be on site it advertises.
(c) Maximum sign surface 150 square feet and includes all types of signs
(d) Maximum of 1 per street frontage.
(e) Maximum of 2 signs per site except shopping centers of 3 acres or more may add as many additional signs as necessary to specify the names of firms within the complex.
(f) Churches, schools and civic organizations may have 1 freestanding sign.
(g) Any approved conditional use listed in an R-3 may have 1 freestanding sign with a maximum surface area of 20 square feet and height not to exceed 15 feet (R-3 illumination according to Note 9(b).
Note 8 (Freestanding)
(a) Within 1 mile of the centerline of Interstate Highway 80:
   1. One primary sign only may be a maximum height of 100 feet.
   2. Maximum sign surface of 300 square feet.
   3. A secondary sign may be constructed to a maximum height of 35 feet with a maximum surface of 150 square feet which includes all types of signs. Primary and secondary signs may be constructed on the same structure.
    4. Additional signs for the purpose of internal traffic circulation are allowed to a maximum height of 6 feet and a maximum surface area of 10 square feet.
(b) For areas further than 1 mile from the centerline of Interstate Highway 80, see Note 7 of this section.
(c) Additional signs can be placed on the site under the following condition: The site has to be larger than 9 acres. For every additional 3 acres, an additional sign can be constructed meeting the requirements of the secondary sign. See Note 8(a)3.
Note 9 (Illuminated)
(a) Are permitted provided that the light shall be so shaded, shielded or directed that the light shall not adversely affect surrounding premises or affect safe vision on public or private roadways, highways or parkway areas.
(b) Light shall not shine or reflect on or into residential structures.
Note 10 (Non-conforming)
(a) The lawful use of a sign existing at the effective date of the ordinance from which this chapter is derived may be continued, although such use does not conform to the provisions of this chapter, provided use of the sign is not subject to removal under the Beautification Act, upon payment of compensation.
(b) Rebuilding, enlargement, relocation, extension, replacement or reconstruction of a non- conforming sign is not permitted unless the sign is brought into conformance with this chapter.
(c) If the use of a non-conforming sign is discontinued for a period of 12 months, the use of the sign shall thereafter conform to the provisions of the zoning district in which it is located.
(d) A non-conforming sign that is destroyed or damaged more than 50% of the surface area of the sign, due to natural causes or vandalism may not be reconstructed except in accordance with the provisions of this chapter.
(e) For every non-conforming use of building or land, one wall sign of not over 20 square feet for identification purposes only will be permitted.
Note 11 (Painted)
(a) All painted signs shall refer to the business, service or major products of the premises whereon the sign is located.
(b) Painted signs shall not cover more than 45% of the surface of that side of the building, wall, roof or structure whereon it is painted.
Note 12 (Portable) EXEMPT
(a) Must be on site for which they are advertising.
(b) Maximum surface area of 32 square feet.
(c) Maximum height of 6 feet from ground level.
(d) Maximum of 1 per street frontage.
(e) No limitation for traffic control devices.
 
 
Note 13 (Projecting)
(a) Maximum surface area 150 square feet.
(b) Bottom minimum 10 feet above ground level.
(c) Top no higher than cover of building to which it is affixed.
(d) Maximum projection of 6 feet from building or structure to which it is affixed, unless the bottom of the sign is minimum of 15 feet above ground level, in which case the maximum projection shall be 10 feet; however, no sign shall project further than one foot into the right-of-way of any roadway in the state highway system.
(e) In Zone B3 signs can project over right of way, not to exceed back of curb.
Note 14 (Roof)
(a) Must pertain to the nature of the business, service or products within the building whereon it is located.
(b) Maximum surface area of 15% of building in square feet at ground level.
(c) Maximum height 20 feet above surface to which it is attached.
(d) Shall not project horizontally beyond any of the walls of the building to which it is attached.
(e) Maximum of 1 sign per structure.
(f) Minimum of 4 feet space between bottom of sign and top of building.
(g) None allowed on buildings located within 500 feet of a residential zone.
Note 15 (Temporary) EXEMPT
(a) Construction signs. Also, when the streets adjacent to businesses are under construction, the businesses may post temporary off-premises signs advertising their businesses. These signs must be approved by the City Engineer in regard to their location and size. The approved signs may not exceed 15 feet in height or 50 square feet in size for a single advertiser and 100 square feet for multiple advertisers. The signs must also be approved for safety by the Building Code Enforcement Office. All signs must be removed within 2 weeks of the completion of construction.
(b) Political campaign signs shall not be posted any earlier than 45 days prior to election. Political campaign signs will not have a size limitation, provided that money is deposited with the Building Inspection Office. The amount deposited shall be determined by the user fee schedule. The candidate’s deposit will be forfeited if the signs are not removed from public view within 10 days of the event for which the sign is displayed. The deposits to be used for the purpose of the Building Inspector collecting all such signs and destroying them. Political campaign signs must not be placed on any city, county or state right-of-way. The Building Inspector will remove political signs immediately, if placed on city, county or state right- of-way.
(c) For sale or lease signs shall not be illuminated and shall not be larger than 7 square feet for residential uses and 50 square feet for commercial and industrial uses, with all types being limited to a maximum of 1 per street frontage, per lot.
Directional signs to an “open house” shall not exceed 4 in number, not measuring more than 3 square feet in area, and shall not exceed 3 feet in height. No such sign shall be placed on any city, county, or state right-of-way.
(d) Banners utilized for advertising can be a maximum of 64 square feet per street frontage and must be posted on buildings or attached to a permanent structure on site. Banners must advertise products or services that pertain to the business on site.
Note 16 (Wall)
(a) Shall pertain to the nature of the business, service or products within the building whereon it is located.
(b) Maximum area to be no larger than 3 square feet for every linear foot of the side of the building to which it is affixed.
(c) May not extend beyond the top of the wall or the side of the wall.
(d) May not extend more than 15 inches beyond the surface of the wall.
(e) In the case where the sign consists entirely of raised letters or numerals, the surface area shall be computed by creating a rectangle using the outside dimensions of the raised surface.

Note 17 (Off Premise)
(a) Must meet regulations as established for the specific type of sign but in no case is the maximum surface area to exceed 300 square feet, and the minimum spacing from any other off-premises sign shall not be less than 900 feet; provided, however, that the spacing restriction shall not apply within the boundaries of any park owned and operated by the city.
(b) May not be visible from the main travel way of Interstate Highway 80.
(c) No part of the sign may extend over any street right-of-way.
 
 
Note 18 (I-80 Highrise Sign)
(a) Maximum of 1 on-premise sign per site.
(b) Maximum sign surface area 1,300 square feet.
(c) Maximum sign height 135 feet.
(d) No more than 4 individual faces per sign.
(e) Sign must be located on lots in which any part is within 1,000 feet from the I-80 right-of-way.
(f) If highrise sign is utilized, only 1 other freestanding sign is allowed on site consisting of a maximum sign surface area of 150 square feet for 1 business display and 100 additional square feet per business up to 450 square feet or a total of four businesses per sign and a maximum sign height of 35 feet.
(g) Within 1 mile of the centerline of Interstate Highway 80, additional signs for the purpose of internal traffic circulation are allowed to a maximum height of 6 feet and a maximum surface area of 10 square feet.
(h) Signs must comply with state regulations.
