The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
BILLBOARD. Any sign utilized to advertise a product or service that is not produced or conducted on the same property as the sign.
BULLETIN BOARD. A sign with the capability of content change by manual means. Changeable sign whose message copy or content can be changed manually.
CAMPUS. The grounds and buildings of a university, college or training facility.
CANOPY SIGN. Any sign projecting beneath the underside of any balcony, canopy, awning or other structural overhang or passageway.
DIGITAL DISPLAY. Those signs that give public service information such as time, date, temperature or weather or to allow a changeable message.
ERECT. To build, construct, attach, hang, place, suspend, affix, relocate, replace or reconstruct any sign or supporting structure.
FLASHING SIGN. Animated/digital display signs or animated portions of signs whose illumination is characterized by a repetitive cycle in which the period of illumination is either the same as or less than the period of non-illumination. For the purposes of this chapter, FLASHING will not be defined as occurring if the cyclical period between on-off phases of illumination exceeds 4 seconds.
FREESTANDING SIGN. A sign that is permanent and self-supporting, being non-dependent for support from a building or other structure.
I-80 HIGHRISE SIGN. A freestanding on-premise sign that is located on lots in which any part are within 1,000 feet from U.S. Interstate Highway 80 (I-80) right-of-way.
ILLUMINATED SIGN. A sign that is illuminated with constant intensities of light of a non-varying nature.
NON-CONFORMING SIGN. A sign that does not conform to this chapter but meets the requirements of the existing regulations at the date of its erection.
OFF-PREMISES SIGN. Any sign not located on the site for which it advertises.
PAINTED SIGN. A sign that is painted directly on the exterior surface of a building, wall, roof or structure.
PORTABLE SIGN. Any sign which is supported by 1 or more uprights or braces upon the ground and is of portable design.
PROJECTING SIGN. A sign which is affixed to any building, wall or structure and extends beyond the building wall more than 15 inches.
PUBLIC INFORMATION SIGN. Official signs that are required by law or ordinance or are necessary for public information. Signs giving only information about public places owned and operated by federal, state or local governments relating to natural phenomena, historic sites, areas of natural scenic beauty or areas naturally suited for outdoor recreation.
PUBLIC SIGN. A sign necessary or convenient for the direction, information or safety of the public.
REFACE. To put a new face, facing or surface on the structure. The sign remains the same, only the facing or message changes.
ROOF SIGN. A sign erected, constructed and maintained above the eaves and attached to the roof of a building.
SIGN. Any object or device, or part thereof, situated outdoors and which object or device or the effect produced is used to advertise, announce, identify, declare, demonstrate, display, instruct, direct
or attract attention by any means, including words, letters, figures, designs, fixtures, colors, motion, illumination, sound or projecting images.
SIGN PERMIT. A permit issued for the erection, construction, enlargement, alteration, repair, relocation, improvement, reface or conversion of any sign issued pursuant to the code of the city or this chapter.
SIGN STRUCTURE. Any supports, uprights, braces and framework of a sign which do not include any portion of the sign message.
SITE. A tract, building lot, parcel or portion or land separated from other parcels or portions by description as on a subdivision plat or record of survey map or by metes and bounds, for the purpose of sale, lease or separate use.
SURFACE AREA OF SIGN. Computed on the basis of all that area within the outside dimensions of the largest side of the sign containing advertising, but shall not include the area necessary for supporting structures.
TEMPORARY SIGN. Any sign, banner, pennant, valance or advertising display or sign constructed of light fabric, cardboard, wallboard, plywood, sheet metal, paper or other light materials, with or without frames, intended or designed to be displayed for a limited period of time, not to exceed 30 days.
UNLAWFUL SIGN. Any sign or advertising structure erected in the absence of a permit required by this chapter, or in violation of any of the limitations, prohibitions or requirements of this chapter.
UNSAFE SIGN. Any sign or advertising structure found unsafe or insecure or creating a hazard or menace to the public safety, health and welfare not satisfying the standards hereof, relating to design and construction standards.
WALL SIGN. A sign which is affixed to an exterior surface of any building, wall or structure and which does not extend more than 15 inches beyond the building wall.
