§ 152.03 LOCATION, SPACE AND LAYOUT.
   (A)   General requirements. For every mobile home park, condition of soil, groundwater level, drainage and topography shall not create hazards to the property or the health or safety of the occupants. The site shall not be exposed to objectionable smoke, noise, odors or other adverse influences, and no portion subject to unpredictable and sudden flooding, subsidence or erosion shall be used for any purpose which would expose persons or property to hazards.

   (B)   Soil and ground cover. Exposed ground surfaces in all parts of every mobile home park shall be paved or covered with stone screenings or other solid material or protected with a vegetative growth that is capable of preventing soil erosion and of eliminating objectionable dust.

   (C)   Site drainage. The ground surface in all parts of every mobile home park shall be graded and equipped to drain all surface water in a safe, efficient manner.

   (D)   Minimum site area; setback areas. All new mobile home parks shall contain a minimum of 8 acres and have 20-foot setbacks along all exterior boundaries. The setback areas shall only contain entrance streets, fencing and landscaping. Trees and shrubs shall be planted in this area, but not closer than 25 feet to the intersection of street right-of-way lines at corners. The following species of shade trees are recommended:
      (1)   Ginkgo;
      (2)   Oak;
      (3)   Cedar;
      (4)   Ash;
      (5)   Locust;
      (6)   Pine;
      (7)   Lindens; and
      (8)   Hackberry.

   (E)   Density; mobile home spaces; location of mobile homes.
      (1)   Maximum density for all mobile home parks is 8 units per net acre. For purposes of this division, net acres means the area remaining after deduction of the area set forth for setbacks, streets and recreation areas.
      (2)   Every mobile home space shall abut on a driveway or other clear area with unobstructed access to a public street. The spaces shall be defined. Mobile homes shall be parked in the spaces so that there will be a minimum of 20 feet between mobile homes and 20 feet from any private right-of-way.
      (3)   It shall be unlawful to locate a mobile home less than 5 feet from any lot line, or so that any part of the mobile homes will obstruct any roadway or walkway in a mobile home park.
      (4)   It shall be unlawful to allow:
         (a)   Any mobile home to be occupied in a mobile home park unless the mobile home is situated on a mobile home space; or
         (b)   An independent mobile home to be located on a dependent mobile home space.

   (F)   Recreation areas.
      (1)   In all parks accommodating or designed to accommodate 25 or more mobile homes, there shall be 1 or more recreation areas, which shall be easily accessible to all park residents.
      (2)   The size of the recreation areas shall be based upon a minimum of 100 square feet for each lot. No outdoor recreation area shall contain less than 2,500 square feet.
      (3)   Recreation areas shall be so located as to be free of traffic hazard and should, where the topography permits, be centrally located.
      (4)   All playground equipment shall be of the construction so as not to be less than the recommended standards as established by the National Recreation and Parks Association.

   (G)   Vehicular access. All mobile home parks shall be provided with safe and convenient vehicular access from abutting public streets or roads to each mobile home lot. The access shall be provided by private streets.

   (H)   Park entrance. Entrances to mobile home parks shall be designed to minimize congestion and hazards and allow free movement of traffic on adjacent streets. No parking shall be permitted on the park entrance streets.

   (I)   Internal streets generally. Surfaced roadways shall be of adequate width to accommodate anticipated traffic and in any case shall meet the following minimum requirements.
      (1)   Surfacing. All street surfacing shall be 30 feet in width. Private street right-of-way shall be 40 feet.
      (2)   Dead-end streets. Dead-end streets shall be limited in length to 500 feet and shall be provided at the closed end with a turnaround having an outside right-of-way diameter of at least 100 feet.
      (3)   Street names. All internal streets of each mobile home park shall be named in the following manner:
         (a)   All north and south streets west of Jeffers shall be designated consecutively as numbered avenues. The first internal street on the east shall be named “First Avenue”, the next street west shall be named “Second Avenue” and the like.
         (b)   All north and south streets east of Jeffers shall be designated consecutively as numbered avenues. The first internal street on the west shall be named “First Avenue”, the next street east shall be named “Second Avenue” and the like.
         (c)   All east and west streets south of First Street shall be designated consecutively as lettered avenues. The first internal street on the north shall be named “A Avenue”, the next street north shall be named “B Avenue” and the like.
         (d)   All east and west streets north of A Street shall be designated consecutively as lettered avenues. The first internal street on the south shall be named “A Avenue”, the next street north shall be named “B Avenue” and the like.
      (4)   Street signs. The owner of every mobile home park shall be responsible for installing 2 street signs at each intersection of streets within the mobile home park. The street signs shall be identical to city street signs.

   (J)   Parking. Off-street parking areas shall be provided for the use of mobile home park occupants and guests. The areas shall be furnished at a rate of at least 2 car spaces for each mobile home lot and located on the lot.

   (K)   Illumination of streets. All mobile home parks shall be furnished with lighting units so spaced and equipped with luminaries placed at the mounting heights as will provide the following average maintained levels of illumination for the safe movement of pedestrians and vehicles at night:
      (1)   All parts of the park street systems: 0.6 footcandle.
      (2)   Potentially hazardous locations, such a major street intersections and steps or stepped ramps: Individually illuminated, with a minimum of 1.0 footcandle.

   (L)   Street construction and design standards.
      (1)   Surface. All newly constructed streets shall be hard-surfaced with a material which shall be durable and well drained, using internal drainage connected to the city collection system wherever possible. Pavement edges shall be protected to prevent raveling of the wearing surface and shifting of the pavement base. Street surfaces shall be maintained free of cracks, holes and other hazards.
      (2)   Grades. Grades of all streets shall be sufficient to ensure adequate surface drainage.
      (3)   Intersections. Within 100 feet of an intersection, streets shall be at approximately right angles. A distance of at least 150 feet shall be maintained between centerlines of offset intersecting streets. Intersections of more than 2 streets at 1 point shall be avoided.

   (M)   Pedestrian walks.
      (1)   General requirements. All parks shall be provided with safe, convenient, all-season pedestrian access of adequate width for intended use, durable and convenient to maintain, between individual mobile homes, the park streets and all community facilities provided for park residents. Sudden changes in alignment and gradient shall be avoided.
      (2)   Common walk system. A common walk system shall be provided and maintained between locations where pedestrian traffic is concentrated. The common walks shall have a minimum width of 4 feet.
      (3)   Individual walks. All mobile home stands shall be connected to a paved street. The individual walks shall have a minimum width of 4 feet.

   (N)   Mobile home stands. The area of a mobile home stand shall be improved to provide adequate support for the placement and tiedown of the mobile home, thereby securing the superstructure against uplift, sliding, rotation and overturning, by using the following methods:
      (1)   The mobile home stand shall be provided with anchors and tiedowns, such as cast-in-place concrete deadmen, eyelets imbedded in concrete foundations or runways, screw augers, arrowhead anchors or other devices securing the stability of the mobile home.
      (2)   Anchors and tiedowns shall be placed at each corner of the mobile home stand, and four additional ties per side at intermediate points. All components of the anchoring system shall be capable of carrying a force of 4,800 pounds.

   (O)   Community building.
      (1)   Approval required. A community building is allowed within a mobile home park if the structure and the location of the structure is approved at the time the park is approved or within an existing developed mobile home park if approved under a conditional use permit.
      (2)   Standards. In no case shall a community building be allowed where it does not meet the following requirements:
         (a)   All ingress and egress shall be from an interior mobile home park street.
         (b)   The community building is to be located a minimum of 50 feet from any mobile home space.
         (c)   The community building is to be located as near as possible to the geographic center of the park.
         (d)   Minimum parking requirements shall be as defined in Chapter 156.
      (3)   Permitted uses. The following uses shall be allowed within an approved community building:
         (a)   Self-service laundry;
         (b)   Postal substation;
         (c)   Swimming pool limited to park occupant use, either within the structure or lying adjacent to it, except that it cannot be located nearer than 50 feet to any mobile home space and it must meet state Health Department regulations;
         (d)   Barbershop limited to 1 chair per every 150 occupied park spaces;
         (e)   Beauty parlor limited to one operator for parks between 100 and 150 occupied spaces, 2 operators for parks between 151 and 300 occupied spaces and a maximum of 3 operators for parks over 300 spaces;
         (f)   Indoor recreation rooms for the following purposes:
            1.   TV room;
            2.   Meeting room with or without kitchen facilities;
            3.   Pool table;
            4.   Party room with or without kitchen facilities;
            5.   Sauna;
            6.   Handball or paddleball;
            7.   Table tennis;
            8.   Gymnasium-related locker facilities;
            9.   Exercise room;
            10.   Arts and crafts room;
            11.   Reading room; and
            12.   Similar area with the approval of the Development Department.
         (g)   Sale and display of daily need products and prepackaged food products limited to a maximum area of 200 square feet.

   (P)   Other uses.
      (1)   Permitted uses. Other uses may be allowed as a part of a mobile home court development if there is a minimum of 8 acres zoned R-4 and if a conditional use permit is approved by the Planning Commission and City Council. Other uses will be restricted to not more than 20% of the ground area of the development and shall be restricted to the following uses:
         (a)   Miniwarehouses, which will be restricted to residential type storage such as boats, cars, lawnmowers, garden equipment, household furniture and the like. All storage shall be in an enclosed building or in an open yard so screened that the stored items are not visible at human eye level within 300 feet of the property line.
         (b)   Commercial uses which will be restricted to the following:
            1.   Barbershop;
            2.   Beauty shop;
            3.   Drugstore;
            4.   Gift shop;
            5.   Variety shop;
            6.   Self-service laundry;
            7.   Clothing store;
            8.   Package food store; and
            9.   Office buildings as described in regulations for the 0-1 office district.
      (2)   Off-street parking and loading; landscaping. Off-street parking regulations, loading regulations and landscaping shall comply with the provisions of Chapter 156 of this code.
      (3)   Location; distance from mobile homes. The uses listed in this section shall be centrally located within the mobile home court and no mobile home may be placed closer than 50 feet to the use. The other uses may be permitted along the edge of a mobile home court if they are contiguous to a similar zone.
