The Building Inspector shall have the discretionary authority to order the Light and Water Department of the city to discontinue electrical service to any vacant dwelling, dwelling unit or rooming unit where violations of this chapter exist or have been committed. The notice served upon the owner or other person in charge of the vacant dwelling, dwelling unit or rooming unit in accordance with the terms of this section shall advise such owner or person in charge of the discontinuance of electrical service.
