No operating license for a multiple dwelling or roominghouse shall be issued or renewed for a non-resident applicant unless the applicant designates in writing, to the City Clerk, an agent, who is a resident of the local area, for the receipt of service of notice of violation of the provisions of this chapter and for services of process pursuant to this chapter. Any change of agent must be provided, in writing, to the City Clerk within 10 days of said change.
