§ 32.08 DESIGNATION OF POWERS, DUTIES, COMPENSATION AND CLASSIFICATION OF OFFICES.
   The governing body may regulate and prescribe by ordinance the powers, duties and compensation of the officers of the city not specifically delineated by state law. The governing body may classify the several offices and positions of trust or employment in the public service on the basis of merit through such agency as the governing body shall provide for that purpose.
