No operating license for a multiple dwelling or roominghouse shall be issued or renewed unless the applicant owner agrees in his or her application to such inspections pursuant to this chapter as the Building Inspector may require to determine whether the multiple dwelling or roominghouse in connection with which the license is sought is in compliance with the provisions of this chapter and with applicable rules and regulations issued pursuant thereto.
