(A) In the absence of satisfactory tests, the bearing value per square foot of soils shall be deemed to be as follows:

(B) The Code Enforcement Officer, in the absence of data satisfactory to him or her, may require the owner to make tests of a satisfactory character and carried to such depths as will disclose the character of any materials underlying the site of the proposed building or structure which may affect the stability or settlement of the structure. The records shall be certified by a registered engineer or architect.
