§ 114.01 HELICOPTER FIELDS; PERMIT.
   It shall be unlawful for the operator of any helicopter or similar aircraft to land on or to take off from any roof or ground area within the city unless the roof or area is a licensed landing area permitted and allowed by the Mayor and Council. No person shall construct, operate or suffer to remain any roof or ground area within the city where any helicopter or similar aircraft lands or takes off or is serviced or is stored in a hanger or otherwise without first having made application to and having received a permit in writing from the Mayor and Council to do so. All such applications shall be accompanied by plans and specifications, shall be submitted to the City Clerk and shall be referred to the City Engineer for his or her recommendation as to public protection and safety before Council action. The City Clerk shall issue the license and permit as granted by the Council.
