§ 112.02 BOARD OF EXAMINERS; CONTENTS OF EXAMINATION; FAILURE TO PASS EXAMINATION.
   There is created a board of plumbing examiners to pass upon the qualifications of all persons applying to obtain either a master or journeyman’s plumber license. The Board shall consist of 5 members, 1 of whom shall be the Utilities Manager or some qualified person appointed by him or her. The second and third members shall be master plumbers holding licenses issued pursuant to the provisions of this chapter. The fourth member shall be the City Sanitarian and the fifth member shall be the Plumbing Inspector. The second and third members shall be appointed by the Mayor, with the consent of the City Council. The second and third members shall hold their respective offices for a period of 2 years or until their successors are appointed and qualified. The Chairperson of the Examining Board shall be elected by the members. It shall be the duty of the Board of Examiners to promulgate all necessary questions, rules and regulations for examinations that are given to the applicant applying for a license under the provisions of this chapter. Each examination may be oral or written or practical. All such tests and questions shall be sufficient to ascertain and test the qualifications of the applicant as a plumber. If the applicant fails to pass the examination, he or she shall not be eligible for another examination until 30 days have elapsed. If the applicant, after taking the second examination, fails to make a passing grade, the applicant shall not be eligible for another examination until 90 days have elapsed from the last examination. After the third examination, the applicant shall wait for a period of 6 months before becoming eligible for the next examination. Vacancies on the Board of Examiners shall be filled by appointment by the Mayor with the consent of the City Council.
