(A) No person shall park, store, leave or permit the parking, storing or leaving of any junk motor vehicle upon any private property within the city. This section shall not apply to any motor vehicle upon private property which is enclosed within a building. This section shall not apply to any motor vehicle held in connection with a business enterprise lawfully licensed by the city and properly operated in the appropriate business zone pursuant to law.
(B) No person shall leave any abandoned vehicle on any street or highway within the city or on public property within the corporate limits, provided, abandoned or junk motor vehicles may be left at a place operated by the city for impounded vehicles in accordance with the rules and regulations governing the properties.
