§ 95.01 DEFINITIONS.
   The following words, terms and phrases, when used in this subchapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning.
   DEVELOPED PARCEL. Any parcel of land that has been used or is being used for commercial or residential use with a principal structure.
   LITTER. Includes, but not limited to, the following:
      (1)   Trash, rubbish, refuse, garbage, paper, rags and ashes;
      (2)   Wood, plaster, cement, brick or stone building rubble;
      (3)   Grass, leaves and worthless vegetation;
      (4)   Offal and dead animals; and
      (5)   Any machine or vehicle, or parts of a machine or vehicle which have lost their identity, character, utility or serviceability as such through deterioration, dismantling or the ravages of time, or inoperative or unable to perform their intended functions or are cast-off, discarded or thrown away or left as waste, wreckage or junk.
   NON-OFFENDING VEGETATION. Vegetation which does not violate the sections of this subchapter. This vegetation is commonly grown and/or produced for agricultural uses and not within the definition of weeds.
   OFFENDING VEGETATION. Vegetation which violates the sections of this subchapter. Owner and/or occupant means any person who alone, jointly or severally with others:
      (1)   Has a legal or equitable interest in a dwelling unit, with or without accompanying actual possession thereof;
      (2)   Acts as the agent of a person having a legal or equitable interest in a dwelling or dwelling unit thereof; or
      (3)   Is the general representative or fiduciary of an estate through which a legal or equitable interest in a dwelling unit is administered.
   OWNERSHIP. Ownership of land which shall be deemed to exist from the center line of any abutting alley, to and including the curb and gutter area of any abutting street of such lot or tract of land.
   UNDEVELOPED PARCEL OF LAND. Any parcel of land zoned for but not currently being used for commercial or residential use.
   WEEDS. Includes, but is not limited to, bindweed (convolvulus arvensis), puncture vine (tribulus terrestris), leafy spurge (euphorbia esula), Canadian thistle (cirsium arvense), perennial peppergrass (lepidium draba), Russian knapweed (centaura picris), Johnson grass (sorghum halepense), nodding or musk thistle, quack grass (agropyron repens), perennial sow thistle (sonchus arvensis), horse nettle (solanum carolinense), bull thistle (cirsium lanceolatum), buckthorn (rhamnus sp.) (tourn), hemp plant (cannabis sativa) and ragweed (ambrosiaceae).
