The Chief of the Fire Department shall have sole and absolute control and command over all persons connected with the Fire Department of the city, and shall possess full power and authority over its organization, government and discipline, and to that end he or she may prescribe and establish, from time to time, rules and regulations as he or she may deem advisable. Each member of the Fire Department shall be furnished with a copy of the rules and regulations established by the Chief of the Fire Department.
