The present personnel of the Fire Department, consisting of the paid firefighters authorized by the Mayor and Council, together with those volunteers subject to call as specified in this subchapter, shall constitute the Fire Department of the city; provided that, additional members of the Department or persons to fill vacancies in the present personnel shall be appointed by the City Administrator, upon the recommendations of the Chief of the Fire Department and the report of the Civil Service Board.
