§ 93.23 RULES AND REGULATIONS.
   The Director of Leisure Services shall have the power and authority to enact bylaws, rules and regulations for the protection of those using the recreational facilities and for the efficient management thereof. He or she may provide suitable penalties for the violation of such bylaws, rules and regulations, subject to the review and supervision of the governing body.
