§ 93.20 OPERATION AND FUNDING.
   (A)   The city owns and manages the city recreational facilities.
   (B)   The Director of Leisure Services shall manage the recreational facilities. The Director shall have the power and authority to hire and supervise the Recreational Facilities Manager and such employees as he or she may deem necessary, and shall pass rules and regulations for the operation of the recreational facilities as may be proper for its efficient operation.
