§ 93.01 OPERATION AND FUNDING; PUBLIC SERVICE DIRECTOR.
   (A)   Appointment and term of Public Service Director; tax levy; Park Fund. The city owns and operates the city parks and other recreational areas through the Public Service Director, who shall be appointed by the Mayor with the consent of the Council. The Public Service Director shall hold office for the term of the Mayor.
   (B)   Duties of Public Service Director. The duties of the Public Service Director shall be to lay out, improve and beautify the grounds now owned or held or hereafter acquired for public park purposes, including park plots and streets, in a manner as the Public Service Director shall deem for the best interests of the city; and to employ, by and with the consent and approval of the Mayor and the Council, such helpers and laborers as may be necessary for the proper care, maintenance, improvement and beautification of the parks. The Public Service Director shall prepare such rules and regulations as may be deemed necessary for the management and care of the parks of the city, and to ensure the orderly use of the parks by the public and the protection thereof from acts of vandalism or malicious mischief.
   (C)   Adoption of rules by Council; approval of contracts. The rules and regulations shall be submitted to the Mayor and Council for approval and adoption and, when approved and adopted by the Mayor and Council, shall be published in the manner provided for ordinances in book or pamphlet form. At least 3 copies thereof shall be kept in the office of the City Clerk for public inspection. When so approved and adopted and published, the regulations shall be in full force and effect. The Director shall not enter into a contract of any nature which involves an expenditure of funds, except for ordinary operating expenses, unless the contract has been approved by resolution of the majority of the members of the governing body prior to the contractual agreement.
