§ 91.48 USE OF MANHOLES.
   It shall be unlawful for any person to use any manhole for any purpose whatsoever, including but not limited to use as an anchorage or for the purpose of ingress to or egress from the sewer system; provided that this section shall not apply to city employees on official business.
