§ 91.47 DRAINAGE FROM EAVE AND GUTTER SPOUTS.
   It is hereby declared unlawful for any person to erect or maintain any dwelling house or business building within the limits of the city where the dwelling or building abuts on any sidewalk or street without providing proper guttering and eave spouts to receive the wastewaters that collect on the sidewalks and streets. All eave spouts erected on any dwelling house or business building shall be constructed to drain into the green areas of the house or building, or shall be buried beneath the sidewalks and drain into the streets where it is found to be impossible to drain the eave spouts into the green areas of the house or building. Draining of storm water onto city streets shall be done only at the prior approval of the City Engineer.
