§ 91.41 CONSTRUCTION OF CROSSINGS.
   The governing body may order and cause to be constructed, under the supervision of the City Engineer, the street, avenue and alley crossings as the governing body shall deem necessary. When a petition for the construction of any such crossings is filed by an interested resident in the office of the City Clerk, the City Clerk shall refer the application to the city engineer, who shall investigate and make his or her recommendation to the governing body. Action by the governing body on the application, whether the application is approved or rejected, shall be considered final.
