(A) Assignment. The governing body may at any time, by ordinance, rename any street or provide a name for any new street. Buildings used for residence or business purposes and located along the streets shall retain such numbers as the governing body may require. It shall be the duty of the Building Inspector, upon the erection of any new building, to assign the proper numbers to the building and give notice to the owner and occupant of the numbers.
(B) Numbering system. All business houses and dwellings situated within the city shall be numbered in the manner and according to the plan or system designated in the following.
(1) The initial or starting lines shall be Jeffers Street and First Street, numbering as follows: east and west from Jeffers Street and north and south from First Street, and allowing 100 numbers to each standard size block situated on the same street.
(2) The even numbers shall be put upon the west and south sides of the streets, and the odd numbers on the north and east sides of the streets.
(C) Failure to place numbers. In case any owner or occupant shall refuse or neglect to number his or her building as provided in this subchapter, after having received a notice in writing from the city to do so within 3 days, the city may place or cause to be placed the proper number thereon and seek reimbursement for the expense thereof by proper civil action brought in the name of the city.
