§ 91.22 DRIVEWAY CONSTRUCTION.
   (A)   Permit and bond. It shall be unlawful for any person to construct or cause to be constructed in the city any driveway or apron over the curb and corner of the streets and avenues of the city without specific permission from the City Engineer. Before the permit shall be issued, the applicant to whom the permit is to be issued may be required to furnish good and sufficient bond in the sum of $1,000, to be approved by the City Engineer, to secure the city against any damages that may arise or any accident that may be incident to the apron being constructed.
   (B)   Installation during work on streets. On all streets to be hereafter curbed and guttered, it shall be the duty of the City Engineer to specify materials and workmanship used per standard specifications for public work construction. The cost of all such curb cuts and driveways shall be the property owner’s responsibility.
