§ 91.21 SIDEWALKS TO BE KEPT CLEAN AND FREE FROM OBSTRUCTIONS.
   (A)   Owners and occupants of real estate within the corporate limits shall keep sidewalks abutting or adjacent to the real estate clean and free from obstructions and accumulations of snow, ice, mud and slush. Obstruction shall mean any object, substance or other item or material which may interfere with the use of any portion of a sidewalk.
   (B)   Failure of any owner or occupant of real estate to abide by this section shall give rise to a cause of action against the owner or occupant of the real estate for damages in favor of any person who is injured by the failure or neglect of any owner or occupant of the real estate to comply with the provisions of this section.
