It shall be the duty of any owner or occupant of any lot abutting upon any street or avenue in the city to keep the space between the lot and curbline on the street free and clear of all weeds, rubbish or other obstructions of every kind and nature, including all vehicles. Every owner may improve the space and cultivate the space as a lawn, with grass, ornamental shrubbery and flowers, subject to the limitations of § 91.05. It shall be unlawful for any person to lead, ride or drive any animal or vehicle upon the space, or in any manner to injure or deface the lawn, shrubbery or flowers so planted or cultivated thereon.
