§ 30.080 SCOPE OF SUBCHAPTER.
   The powers of initiative and referendum are reserved to the qualified electors of the city by state law. This subchapter shall govern the use of initiative to enact, and the use of referendum to amend or repeal, measures affecting the governance of the city.
