(A) The City Council may authorize the issuance of special courtesy parking permits. These courtesy parking permits will allow cars to park on city streets or in city parking lots for an indefinite period of time on the date to be specified on the permit.
(B) Nothing in this section shall allow vehicles having a special courtesy parking permit to violate any other parking provisions, including but not limited to restrictions on handicapped parking stalls, the position of a vehicle in a parking space, and the obstruction of traffic.
