(A) No person shall transport any sand, gravel or rock less than 2 inches in diameter, or refuse, in any motor vehicle on any local street if the material protrudes above the side of that part of the vehicle in which it is being transported, unless the material is enclosed or completely covered with canvas or similar covering.
(B) All parts of the vehicles, other than the box in which the sand, gravel or dirt is contained, shall be kept free and clean of loose sand, gravel or dirt so that the sand, gravel or dirt will not blow or fall off the vehicle.
