The Nebraska Rules of the Road, together with all subsequent amendments thereto, as adopted by the state, relating to traffic regulations, are incorporated by reference into this code and made a part of this chapter as though spread at large in this chapter, except those provisions in conflict with this code when the governing body has the authority to alter the regulations. One copy of the Nebraska Rules of the Road shall be on file with the City Clerk and shall be available for public inspection at any reasonable time.
