§ 70.22 TICKETS FOR PARKING VIOLATIONS.
   (A)   Generally. Whenever a police officer or public safety employee of the city shall observe any motor vehicle in violation of a motor vehicle parking ordinance or duly established parking regulation, or stopped or parked in violation of the Emergency Snow Ordinance of the city, it shall be his or her duty to attach to the vehicle a parking ticket, which shall be directed to the owner or operator of the vehicle and shall set forth the nature of the violation.
   (B)   Parking in space reserved for handicapped persons. Whenever a police officer, a public safety employee or a volunteer under the jurisdiction of the handicapped parking enforcement specialist program of the city shall observe any motor vehicle in violation of § 76.03, providing for reservation of parking for handicapped individuals, it shall be his or her duty to attach to the vehicle a parking ticket, which shall be directed to the owner or operator of the vehicle and shall set forth the nature of the violation.
