The city provides the municipal solid waste management facilities either though ownership or by contract with a private firm. The city shall have the supervisory management and control of the municipal solid waste management facilities. The city shall have the authority to adopt rules and regulations for the sanitary and efficient management of the solid waste management facilities. The governing body shall provide by ordinance for the management and operation of the solid waste management facilities and shall set the rates to be charged for services rendered by resolution and file the rates in the office of the City Clerk for public inspection at any reasonable time.
