§ 54.14 VEHICLES USED FOR HAULING WASTE.
   No person shall carry, cart, haul or convey any municipal solid waste upon or through the streets and alleys of the city, except in some tight wagon or truck box or bed so made, placed and loaded that none of its contents shall be spilled or strewn over or along such street, alley or other place. No person shall carry, cart, haul or convey any municipal solid waste in any wagon, truck or other conveyance unless the box or bed is watertight and is equipped with a cover and end gates of such nature as to prevent any municipal solid waste from blowing out of or falling from the wagon, truck or other conveyance. The wagon, truck or other conveyance shall be cleaned and disinfected with sufficient frequency so as not to cause offense to the eye or nose, and shall be enclosed. The Mayor and Council may, at any time by resolution; provided that, all such conveyances be constructed or provided with metal bodies or beds.
