All dead animals shall be immediately removed and buried by the owner of the animals. If the owner of the animal cannot be found within 2 hours after the animal is discovered, then the animal shall be removed and buried or otherwise disposed of by the city’s Animal Control Division. Dead animals shall not be buried within the corporate limits of the city, or within 2 miles thereof, or in or above the course of groundwater that is used for drinking purposes by the city or its inhabitants.
