§ 54.02 CITY DISPOSAL SYSTEM CREATED.
   There is hereby created, within and for the city, a city disposal system as defined in this chapter. The operation and control of the system is vested in the Mayor and Council of the city. Such system shall be operated at the expense of the city and annual appropriations for that purpose shall be made.
