Regular meetings of the City Council shall be held in the City Council Chambers at City Hall, commencing at 5:30 p.m. on the first and third Tuesdays of each month. Special meetings may be held whenever called by the Mayor or any 4 Council members. A majority of all the members elected to the Council shall constitute a quorum for the transaction of any business, but a lesser number may adjourn from time to time and compel the attendance of absent members.
