All water meters 5/8 inch to one inch in size shall be furnished by the city, at the city’s expense, and shall remain the property of the city. All water meters in excess of 1 inch in size shall be furnished by the applicant or consumer, at applicant’s or consumer’s expense, and shall become the property of the city, to be maintained or replaced by the city, at the option of the city, up to the original size purchased by the customer.
