All water meters hereafter used in connection with the waterworks system of the city shall be of standard manufacture, shall be approved by the city, and shall be put in place, removed or reset at the direction of the city or its agent or by an employee of the city. All meters shall be placed in a horizontal position. The cost thereof shall be charged to and paid by the consumer as water rent. All meter pits and meter tile installed shall be constructed of such design and in such manner as prescribed by the city or its agents.
