A property owner who has not previously shared in water main costs shall not be entitled to make connection to the existing main until he or she has paid to the city’s Water Division the current average equivalent water district assessment cost as determined by the Manager of the city’s Light and Water Department. Nothing in this section shall be construed to prevent the city from supplying water by separate agreement.
