§ 52.025 EXCAVATIONS WHEN GROUND IS FROZEN.
   No person shall make any excavation in any street or highway within 6 feet of any laid water pipe while the ground is frozen or dig or uncover so as to expose to the frost any water pipe of the city, except under the direction of the city.
