§ 52.024 OPENING OR TAMPERING WITH FIRE HYDRANTS.
   (A)   All the hydrants erected in the city for the purpose of extinguishing fire are declared to be public hydrants, and no person, other than members of the Fire Department, and then only for the use and purpose of the Department, or persons especially authorized by the city, and then only in exercise of the authority delegated by the city, shall open any of the hydrants or attempt to draw water from the hydrants, or at any time uncover or remove any protection from any of the hydrants or in any manner interfere with the hydrants.
   (B)   No person authorized to open fire hydrants shall delegate this authority to another, or let out or suffer any person to take the wrenches furnished him or her, or suffer the wrenches furnished him or her to be taken from any house in the city, except for the purposes strictly connected with the Fire Department, or as they accompany engines or other fire equipment on occasion of fire.
