(A) Applicants for water service shall be charged, for a 1-inch service, the actual cost of construction, computed from the center of the street in each instance, for all service pipe, trenching and fittings. For services larger than 1 inch, the customer shall be charged the actual cost of construction.
(B) If, however, the water mains are not laid in the street abutting the premises of applicants for water service, the applicants shall file a written request with the city specifying the connection to be made. If approved, the construction work in extending the commercial main shall be under the supervision of the city and the city shall have the exclusive control and supervision of the pipe and connections at all times after the work is completed.
(C) All service connections shall be provided with a curbstop or valve.
