Every person taking water supplied through the water system shall permit the city or its duly authorized agent, at all reasonable hours of the day, to enter his or her premises or buildings to examine the pipes and fixtures and the manner in which the water is used, and must at all times, frankly and without concealment, answer all questions relative to its consumption.
