No consumer shall supply water to other families or suffer them to take water off his or her premises, nor, after water is introduced into building or upon any premises, shall any person make, or employ any plumber or other person to make, any tap or connection with the pipe upon the premises for alteration, extension or attachment, for the purpose of supplying water to separate premises, without permission of the city.
